Because the integrity of the vote is at the heart of our democracy, I pledge that:

Within the powers of my office, and regardless of the interface that voters use to make their selections, I will do my utmost

• to ensure that by November 2, 2004, every voter is able to verify that his or her vote is recorded accurately and unalterably on a secure paper ballot that serves as the official record of his or her vote, and
• to ensure that actual paper ballots are available for voters' use at the polls in case voting equipment malfunctions or fails to provide paper ballots for any reason, and
• to ensure that people with disabilities can vote using a private and secure method that allows them to make their selections and verify their votes independently.

To strengthen voter confidence, I support methods of vote counting and tabulation that are controlled by public officials, not vendors, transparent to the public and verifiable by citizens.
